What can we see from T&T Group's rapid completion of the power transmission line from Laos to Vietnam?

Right before the 80th anniversary of National Day on September 2, T&T Group of businessman Do Quang Hien, also known as "Mr. Hien", quickly completed the power transmission line from Savan 1 Wind Power Plant (Laos) to the Vietnam border.

The story not only demonstrates T&T's determination and potential with its cross-border energy investment strategy, creating a practical milestone to celebrate the country's major holidays; moreover, it also demonstrates the increasingly important role of the private economic sector in ensuring national energy security in the long-term vision.

6 months of lightning speed to complete the key project to bring electricity from Laos to Vietnam

In early September, the news that Savan 1 Wind Power Company Limited - a member of T&T Group - had completed the connection of the power transmission line from Savan 1 Wind Power Plant (Savannakhet, Laos) to the first pole of the 220kV line on the Vietnamese side surprised many experts in the energy sector. Because just over 6 months ago, the Lao Ministry of Planning and Investment had awarded the project concession contract to T&T.

Immediately after that, the journey to build a 220kV transmission line connecting electricity to Vietnam was urgently deployed. In terms of scale, the transmission line has a total length of 52.56km running through the neighboring country. The starting point of the line is located at G7, next to the border of the two countries. The end point connects to the 220kV transformer station of Savan 1 Wind Power Plant. The entire line includes 117 pillars and 30 anchorages. The pillars are designed in the form of galvanized steel towers connected by bolts; the reinforced concrete foundation is cast in place.

On January 9, 2025, the concession contract for the Savan 1 wind power project was awarded, and just one day later, the construction of the transmission line from the factory to Vietnam was carried out.

Just one day after the concession contract was signed, the work of clearing land and building access roads began. All materials and equipment had to be transported from Vietnam to Laos, while the terrain was complex, passing through mountains, forests, and villages, and many import and export procedures had to be carried out, and permission had to be obtained to be able to put human resources and machinery in position, along with objective impacts of the weather… causing many difficulties and obstacles in the construction process.

“The leaders of T&T Group have directed to create maximum conditions for the General Contractor to soon access the site, gather materials, supplies, and human resources; and support related procedures so that the contractor has the best working conditions,” said Mr. Nguyen Thai Ha, General Director of Savan 1 Wind Power.

Thanks to the high determination, only 1 month later, on February 10, the foundation system continued to be deployed. By mid-March, nearly 500 cadres and workers began erecting columns in the field. The spirit of high determination, overcoming the sun and rain was maintained continuously on both circuits of the great project; thereby creating a rare miracle in the speed of deployment. By May 15, that is, only 3 months later, the first meters of wire were pulled up to the high points.

Notably, on the late afternoon of August 31, right before the National Day celebration, the last line was pulled across the Sepon River, the natural border between Vietnam and Laos, completing the transmission connection from Savan 1 to the first pole of the 220kV line on the Vietnamese side.

After more than 6 months of rapid construction, the 220kV transmission line from Savan 1 Wind Power Plant in Laos has been completed and is ready to be connected to Vietnam's national power grid in the near future.

According to the General Director of Savan 1 Wind Power, this is an important milestone in forming the entire transmission line connecting Savan 1 Wind Power Plant to the 220KV Lao Bao transformer station, ensuring the plant's on-time energization (COD) before December 31, 2025. This success was achieved thanks to the close direction of the leaders of T&T Group and the efforts of hundreds of engineers and workers who worked day and night at the construction site in the border area, overcoming harsh conditions, racing against time to create a miracle.

T&T Group's early steps in the spirit of Resolution 70

In a larger context, T&T Group's lightning-fast journey in the Land of a Million Elephants also demonstrates the aspiration of the private sector in accompanying the country in developing sustainable energy; creating a foundation for the goal of double-digit growth in the future.

Recently, on behalf of the Politburo, General Secretary To Lam signed and issued Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045. In addition to strategic contents, the Resolution focuses on prioritizing the exploitation, thorough and effective use of renewable energy sources, new energy, and clean energy; at the same time, encouraging and creating favorable conditions for economic sectors, especially the private sector, to participate in energy development.

The resolution also advocates expanding electricity and gas grid connectivity within the ASEAN region, participating more deeply in the international energy market; and at the same time encouraging Vietnamese enterprises to invest abroad to proactively import electricity, gas and oil.

Experts say that, with the consistent spirit associated with Resolution No. 68-NQ/TW on private economic development, the new Resolution on energy has opened up opportunities for private enterprises to become the core force in energy investment, production and trading. In which, the private sector is both the subject and the subject of national energy development. The private sector not only participates in power generation, but also expands to transmission, distribution, services and technology. This contributes to solving the capital problem, reducing pressure on public investment, and improving management efficiency.

Looking at T&T Group's journey in Laos, it can be seen that Mr. Hien's enterprise was proactive from very early on, actively participating in key stages, in accordance with the spirit of Resolution 70.

This was clearly evident from the very idea of ​​investing in Savan 1. The project concession contract signed in January 2025 agreed to allow Savan 1 Wind Power Company Limited to design, construct, own and operate the project for a period of 25 years. This means that the member unit of T&T Group has the right to participate deeply, playing a leading role in terms of capital, engineering, technology... in the clean power project with a total capacity of up to 495MW.

Second, the project's goal is to export electricity to Vietnam. According to the plan, phase 1 will be put into commercial operation by the end of 2025. This destination is in line with the orientation of Resolution 70; at the same time, it realizes T&T's commitment to the cross-border energy investment strategy, contributing to increasing domestic electricity supply.

Ms. Nguyen Thi Thanh Binh, Deputy General Director of T&T Group, Chairwoman of Savan 1 Wind Power Company Limited, said that the signing of the concession contract is an important milestone, not only contributing to the development of the neighboring country's potential sector, meeting domestic energy needs through the production and export of electricity to Vietnam, but also an important event promoting economic cooperation between Vietnam and Laos.

“Savan 1 Wind Power Plant will be a pioneer project and the foundation for T&T Group to continue investing in many other energy projects in Laos in the coming time,” Ms. Nguyen Thi Thanh Binh emphasized.

Most recently, the rapid completion of the transmission line continues to demonstrate the determination and aspiration of T&T Group as well as the private sector in accompanying the country, ensuring national energy security in a long-term, strategic vision; creating a solid foundation for the goal of continuous growth of over 10% in the coming period.

In the long term, T&T Group is currently aiming to reach a total power generation capacity of 16,000 - 20,000 MW by 2035, accounting for about 10% of Vietnam's power system capacity, most of which is from clean energy sources such as solar power, wind power, LNG power, biomass power and green hydrogen/ammonia, aiming towards the common goal of bringing Vietnam to net zero emissions by 2050.

Up to now, the group of businessman Do Quang Hien has invested in a total capacity of 2,800MW; of which 10 wind and solar power plants have been completed and put into operation in many provinces and cities across the country, with a total installed capacity and connection to the national grid reaching nearly 1,000MW.

In addition, T&T Group is also cooperating with Korean partners to implement the Hai Lang LNG power project Phase 1 with a capacity of 1,500 MW, an investment capital of about 2.5 billion USD, expected to operate in 2029. Not stopping there, T&T Group is continuing to develop and invest in many renewable energy projects, low carbon emission projects. Typically, solar power projects, onshore and offshore wind power, biomass power, LNG power, converting raw materials from coal-fired thermal power plants to LNG, battery energy storage system (BESS) manufacturing plants, researching new types of energy such as hydrogen, ammonia, etc.

The projects aim to supply electricity to the national grid, sell electricity to FDI enterprises under the direct power purchase mechanism DPPA, provide energy storage solutions for renewable energy plants, provide green electricity to produce green hydrogen, many projects have been approved in the Plan to implement the VIII Power Plan and are continuing to be added to the adjusted VIII Power Plan. T&T Group is preparing the necessary conditions to deploy investment in construction and put the projects into operation in the 2026-2030 period.

In the field of expanding relations with advanced technology partners in the energy sector, one of the important tasks set out in Resolution 70, in fact, Mr. Hien's group has also proactively "joined hands" with many "big guys" such as Hanwha, Kogas, Kospo, SK E&S (Korea); erex, Marubeni, Sojitz, JPower (Japan); Cospower, Gedi, Goldwind (China), BP, (UK), Vinacom (Laos)... In particular, Standard Chartered Bank has committed a 6 billion USD financing package for T&T Group's green energy projects.

Returning to the story of Resolution No. 70-NQ-TW, many experts affirm that this newly effective Resolution will certainly be a pillar, creating an "energy fulcrum", helping Vietnam realize its aspiration for rapid and sustainable growth and become a developed country by 2045. And certainly, on that hopeful journey, there will be the footprint of the private enterprise sector, typically T&T Group.
