Amidst millennia-old cultural values ​​and abundant natural resources, the Mekong Delta is still facing a decades-long development "paradox." At the end of 2025, a World Bank report indicated that nearly 1.7 million people had left the Mekong Delta region over the past decade. Meanwhile, despite remaining a key agricultural production region of the country, the Mekong Delta is also suffering many impacts from climate change. Droughts, saltwater intrusion, and changes in alluvial deposits are posing significant challenges to a growth model based primarily on agriculture, and highlight the urgent need to diversify the region's development drivers.

Mr. Nguyen Anh Tuan, Deputy Head of the Central Committee's Policy and Strategy Department, once expressed his concern at a World Bank conference: "The problem in the Mekong Delta is not whether people stay or migrate, but how to enable them to live better lives."

According to many experts, in the face of this challenge, the Mekong Delta must transform its growth model. Agriculture remains the foundation, but the region must diversify its driving forces with processing industries, energy, trade and services, and urban economy.

This also means there is a need to form new growth poles – megacities capable of creating an ecosystem for living, working, and enjoying life according to international standards, thereby creating an attractive force to reverse the flow, retain high-quality resources, and attract intellectual capital and investment back to the region.
