Construction begins on the "mega-project" of the Red River scenic boulevard.

The Hanoi People's Committee, in coordination with a consortium of investors including T&T Group, held a groundbreaking ceremony for the mega-project of the Red River scenic boulevard – a new symbol of development for the capital city.

On the morning of December 19th, the Hanoi People's Committee, in coordination with the consortium of investors including Dai Quang Minh, Van Phu, MIK Group, Thaco , T&T Group, and Hoa Phat Group, officially commenced the construction of the Red River scenic boulevard project.

This is one of 234 key projects and works across 34 provinces and cities that were simultaneously launched, inaugurated, and opened for technical traffic to celebrate the 14th National Congress of the Communist Party of Vietnam. The commencement of the project contributes to realizing the country's strategic development orientations and concretizes the development goals of Hanoi in the new period.

The Red River Scenic Boulevard construction project is identified by Hanoi as a project that will drive a new phase of development, creating a dynamic axis connecting existing urban areas, expanding development space to the north and south of the Red River; and is expected to become a new symbol of the capital's development.

The project aims to complete the transportation infrastructure along the Red River, while simultaneously creating a modern and sustainable urban and landscape space along both banks, contributing to improving the living environment and enhancing the quality of the central urban area.

In particular, along with the Olympic Sports City, this project is of special significance in the development of the capital city in particular, the Red River Delta region and the whole country in general, aiming to create a "Red River Miracle". The project is expected to contribute to the target of GRDP growth of 11% or more in 2026 and throughout the 2026-2030 term; at the same time, it will contribute to creating a new image of Hanoi as a "Cultural - Identity - Creative" capital city, transforming itself into a creative, green, smart, and globally connected metropolis.

According to the planning guidelines, the Red River Landscape Boulevard Construction Project has a preliminary total investment of approximately 855,000 billion VND, implemented under the public-private partnership (PPP) method. The project covers an area of ​​approximately 11,000 hectares, extending from Hong Ha Bridge to Me So Bridge, within the administrative boundaries of 19 communes and wards of Hanoi city.

The investment scale includes a main traffic boulevard of approximately 80 km, a system of landscaped parks and recreational areas covering approximately 3,300 hectares; and a land fund of approximately 2,100 hectares for urban reconstruction and development.

The Red River Scenic Boulevard construction project is divided into four independent component projects.

Specifically, Component Project 1, the Left Bank of the Red River Landscape Boulevard, is being implemented across seven communes and wards: Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, and Bat Trang. The project includes a 4-10 lane Red River Boulevard approximately 35.78 km long; a 29 km long riverside landscape road; a system of four landscape park clusters covering a total area of ​​approximately 2,250 hectares; and a 29 km long river embankment along the Left Bank of the Red River.

Component Project 2 is the Right Bank of the Red River Landscape Boulevard, implemented along the Red River from Hong Ha Bridge to Me So Bridge, passing through the administrative boundaries of 9 communes and wards: O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Linh Nam, Thanh Tri, Nam Phu, and Hong Van. The project includes the Right Bank of the Red River Boulevard with 8-10 lanes, approximately 44.82 km long; a riverside landscape road approximately 19 km long; a system of 4 riverside landscape parks with a total area of ​​approximately 1,004 hectares; and a river embankment system on the Right Bank of the Red River approximately 30 km long.

Component Project 3 is an underground metro line on the right bank of the Red River, approximately 42km long, passing through the territory of 9 communes and wards. The establishment of this underground metro line aims to seamlessly connect with the city's urban railway system, ensuring the long-term development of modern transportation infrastructure.

Component Project 4 is a resettlement urban area, implemented on-site within the overall investment project in the form of high-rise apartment buildings.

The preliminary total investment is approximately 855,000 billion VND, implemented through a public-private partnership (PPP) model, and is targeted for completion on the occasion of the 100th anniversary of the founding of the Communist Party of Vietnam (February 3, 2030).

Speaking at the groundbreaking ceremony, Chairman of the Hanoi People's Committee Vu Dai Thang said that investing in the construction of the Red River Landscape Boulevard is an objective and urgent requirement to redevelop the urban space along the river, complete infrastructure, and open up a more sustainable and modern development direction.

Upon completion, the Red River Landscape Boulevard will not only be a transportation project, but will also create a modern cultural, ecological, and landscaped space; ensure flood safety; contribute to urban reconstruction, improve the quality of life for the people, create momentum for socio-economic development, and make a significant contribution to the 11% growth target for the 2026-2030 period.

"The Hanoi People's Committee is committed to focusing on decisive direction, closely coordinating with central ministries and agencies and relevant units; ensuring the project is implemented on schedule, with quality and efficiency; strictly complying with legal regulations; and especially valuing the legitimate rights and interests of the people in the project area," emphasized Chairman of the Hanoi People's Committee Vu Dai Thang.

Meanwhile, representatives of the consortium of investors stated that the Red River landscape boulevard project is of particular importance in the urban spatial development orientation of Hanoi City. The consortium is committed to focusing all resources and coordinating closely with relevant agencies to implement the project, ensuring quality, progress, and safety, worthy of its role as one of the iconic landmarks of the capital city in the new development phase.
